But tourism arrivals have rebounded strongly from the decline following the 2011 earthquake and tsunami, and in 2015 the number of inbound arrivals (19.7 million) exceeded outbound numbers.
Tourism is big business. However, are there hidden costs, and does tourism always benefit a country?
